When a paying tenant has not directed their tithe-back to a specific storefront, Driftless AI scores every eligible storefront on four factors. Weights sum to 1.
Denominational Affinity: same denomination → 1.0. Same family (e.g. Methodist umbrella covers AME, AMEZ, UMC, FREE_METHODIST) → 0.7. Different family → 0.3.
Geographic Proximity: within tenant's region → 1.0. Adjacent region → 0.6. Distant region → 0.2.
Storefront Need: inverse of months already subsidized. Brand-new storefronts score highest; ones that have been carried for a year score lower so newer churches surface.
Fairness Rotation: random jitter inside the active eligible pool — prevents the same three storefronts from absorbing every subsidy.
When a denominational leader (bishop, superintendent, network elder) signs a Steward Agreement, every paying tenant in that denomination can opt to route their 10% into the denominational sub-pool.
A steward can never disburse the algorithmic-lock slice. That share routes through the published 4-factor scoring — an anti-corruption safeguard so no single human can route the whole pool.
SHA-256 hash chain: every event embeds the previous event's hash. Tampering with any historical event invalidates every event after it. Verifiable by anyone with a SHA-256 implementation.
